Maybe it's got something to do with my settings, but I haven't been able to fix it myself.

In the header the link to the Control Panel is missing. It just says:
Home | Help | Members | | Logout

The source funds my suspicion that this wasn't intentional since it says:

Agreed.  But it does show that it's unlikely to change soon .

it wasnt an argument, its been like that forever, someone starts a new thread every week about it and it doesnt change

It was actually solved a couple of days ago, I just wanted to make sure it was running properly ... but I guess people have already figured out it is up there in the menu.
