I'd like to know if it is possible to open the serial monitor without having to open the Arduino IDE.
I want to use it to interact with my application, but I don't want open the IDE.
I tried using Putty, but I couldn't send characters  from it to Arduino.

There are hundreds of terminal programs out there, find one you can use.

There is no terminal programme that works exactly like the IDE serial monitor. All of them work better. If Putty is too hard for you to use, you might have an unsolvable problem. I found RealTerm better to use, but I can't remember why. Maybe it has better instructions.

Look at https://forum.arduino.cc/index.php?topic=500805.0 which I wrote to replace the Arduino IDE monitor. It is now some years old and on version 4 and has a shed load of functionality and useful sample code for the Arduino.
