Is this open to anyone? I'm new to the Arduino world, but well versed in electronics.

Certainly!  The more the better.  Take a look at the website and make sure you sign up for the "blabber" mailing list (pretty low volume list but you never know when someone's throwing out the 1977 framitz you're looking for!)

Plus there is the group order (parts orders from Digikey and Mouser the week before each meeting) and don't forget Laen's PCB service (cool Purple PCB's http://dorkbotpdx.org/wiki/pcb_order). 

Next meeting is March 12 at 7pm.  Drop me a PM if you're interested in carpooling or something (I'm in Salem)
