I OPENED AN OLD TELEPHONE I HAD IN MY HOUSE

im a total beginner in Electronics & Arduino...
but I opened that old telephone and retrieved a 23 button pcb with 12 pin....
following its circuits, I noticed it was connected to a Winbond chip (didnt find any schematics)
supposedly to handle numbers, on hold and wait buttons for the telephone....

is there any way I can repurpose this 23 numbers pcb without the winbond chip?

with only 12 pins ????
please help meee :D

Pictures, and you forget to add the circuit...?

Cheers,
Kari
