Hi I need a power supply for my relay and solenoid driver board. Input voltage range is 12-30V and output voltage is +5V (1,5A max). Can I use this circuit for my needs?

Looks reasonable. Have you tried to simulate it using National's WebBench simulator?

The concept is good. Here is a commerical example based on a LM2596 chip that I bought and it works great, plus it's adjustable via a pot control.
