how many fully functional 7seg-4digit LED Displays can i assemble at UNO and MEGA?
i am a beginner and i dont have any products for now
i need to know what products of arduino i should buy to assemble 4 or 5 such displays.

You can connect as many as you want. You need to say what sort of display you have, is it common anode or common cathode?
 You need some top side drivers ( current sourcing) and some current sinking drivers, there are lots to chose from.

Per display:-
1 off 2981 high sided driver (this will do two displays)
1 off ULN2003 darlington transistor array
8 off 220 ohm resistors
