What do I need to hookup this gps module?

Your question assumes that the LM317 is the right choice. I'm not sure that it is. It assumes an input of 28V or more. Do you have a 28+V supply?

If so, Google LM317 calculator, to find lots of sites that help you decide what sized resistors to use to get what voltage output.

If you don't have a 28+V supply, a diode drops a small amount of voltage. A couple of diodes connected (in the correct direction) to the 3.3V pin should give you 1.8V.
