Well it could be clearer.
It is not clear if the external supply is grounded to the same point as the arduino.
Put a delay in that loop after the high and low not in between.
What results do you get?

i may need a link to tell me what the delay is. is it a resistor? and i have the pololu ground connected to the ardunio

A delay is an instruction:-

Code:

delay(100);

Will delay for 0.1 of a second.
You don't show how your pot is wired up.

i threw the delay in there all it does is bounce i have pin 1 hooked to the 5 volt power pin 2 goes to a 10 ohm resistor which goes to ao pin 3 goes to the ground on the ardunio

Well, as long as you don't OUTPUT LOW on pin 1, or OUTPUT HIGH on pin 3, they won't burn up.
But then the question is begged... Why put 5V on pin 1, and pin 3 to ground, at all?

this is how i have the pot wired. and why are we asking me questions as to why things are hooked up. i am open to ideas

Several thing are wrong with that setup.
1) You do not need the series resistor between to pot wiper and the analogue input, remove it.
2) The A49833 needs at least 8V on the Vmot, it will not work with 5V.
3) Connect all the ground pins to a common point do not rely on the path through the parts.

So what voltage are you driving it with and what current have you set?

the multimeter says 20volts and i have the pot on the pololu turned all the way up. i shouldnt say it has no power it does it just has more power when it runs 200 steps forward 200 steps backward with no pot hooked up.

Not sure I understand what you are saying.
If you have the pot turned all the way up is the pololu chip not getting very hot?

it gets hot.this thing is killing my soul i am about ready to cut my loss and try another driver. i have 2 motors that i need to control and i saw a dual driver on sparkfun or something like that. maybe someone will have a program to drive these motors. if not i may even be willing to pay someone to write the program for me.

It might be time to post a photo of your setup.
You might have fried the chip on the driver board.
Also try swapping the motor coil wires about.
