Will it use mpide or something like it?
Where Due is just another board type
so that sketches can seamlessly be built for AVR , MIPs , or ARM
based boards?

Or will it be a totally separate toolset with part specific extensions like Maple?

Admittedly what I'm doing may be seen as being competitive to the new Due, but at least someone could respond, I'm just trying to design a product that will be compatible and I'd like to ensure it's NOT a direct competitor.

You could try writing the developer's list.  The quote above about the private alpha test came in response from Massimo to a post of mine to the list.  And he wrote back only hours after I posted the inquiry.
