If you need to change fuses or locks you will need to get an ISP device.

If you just have a .hex file you want to load onto the Diecimila you can use the avrdude utility that comes with Arduino to upload the file through the bootloader:

/hardware/tools/avr/bin/avrdude
   -C/hardware/tools/avr/etc/avrdude.conf
   -patmega328p
   -carduino
   -P/dev/tty.usbserial-A6004peF
   -b57600
    -D
    -Uflash:w:/directory/filename.hex:i

Do you know anyone with an working Arduino board? You can program it to function as an ISP and use it to load a bootloader in your device.
