Is the LM3914 http://www.national.com/pf/LM/LM3914.html equivalent to the Philips 4794 LED driver http://www.arduino.cc/en/Tutorial/LEDDriver ?

If so how can I alter the tutorial to make use of this chip?

No.
The LM3914 is a circuit that drives 10 LEDs according to an analog voltage levels and the 4794 is a 'shift-and-store register LED driver'.

They are two differents kind of circuits.
