need code or lots of help to make it for 15 leds useing as little pins as possible

15 single color LEDs?  Use two daisy chained shift registers (such as a 595) for a total of 16 LEDs.  Uses 3 pins, plus VCC/GND.

15 RGB LEDs?  Use multiple daisy chained shift registers (such as a 595).  15 LEDs x 3 = 45, you need 6 shift registers for a total of 16 RGB LEDs.

Or something like a WS2803 which has 18 channels.  So 6 RGB LEDs.  With three of them daisy chained , you can light up 18 LEDs.  Needs 2 wires only plus VCC/GND.  Or its smaller brother, the WS2801, which has three channels.  Daisy chain 15 of them (one per RGB LED).  Still only need 2 wires plus VCC/GND.

You need to define the hardware before you can write any code.
In the meantime practice finding out where the caps shift and the punctuation is on your keyboard, it will help with writing code.

one 74hc164 is enough if you build the LEDs into a matrix.
If you use resistors, 4 of them are enough.
If you get too much noise, reset the register, or use the 595.
