I'd sugget people with this want look again at the suggestion that arose for using IR tramsmitter/receiver pairs.
The "stuff" about "modulated at 38KHz" is how things like your TVs remote control knows that the IR seen by the receiver at the TV is from the remote, not from a hot drink a person walked into the room with. It isn't something you have to think about a lot, although the "doesn't it have to be off some of the time?" question needs consideration.
Have a look a the various things at the Arduino Playground about using IR remotes to get up to speed. Or previous posts. Or...
... especially the note at the bottom about "broken beam detectors".
(Don't worry about the references to nuElectronics... other sources fine, too. And remarks about libraries may be dated. Look elsewhere for up to date libraries)
