Arduino on zero client in Windows network?

Is it possible to connect the Arduino board to a zero client (HP t310) in a Windows network (for uploading code and reading data from the board)?

The sysadmin of the school where I work as a teacher tells me it isn't possible. Does anyone know otherwise?

If not possible, what is a good alternative for a physical board where scholars can build a circuit, program the Arduino Uno board and test the results (simulation program)?
