You can do so on a regular computer that's running Linux, Windows, or macOS. Another option is if you can compile, or find compiled versions of those tools then you could do a manual installation or I could publish a modified version of the package index file that would allow you to install Intel Curie Boards on an ARM Linux host using Boards Manager.
