To be more clear, it's Intel-based systems that are 64-bit capable running Linux. If you're referring to the UP Squared board, the only difference there is that the OS comes pre-configured and setup is a little easier than a laptop or NUC.

No need to have that specific hardware to get started, I'm connecting to my development laptop that's running Ubuntu and I'm able to upload sketches just fine.

the Arduino 101 is already supported in Arduino Create (see attached).

I can't comment on Windows support, currently using a VM in Windows is the only way.
