need 2 separate board.
1 board: need to generate FM sine wave at 40 khz to ultrasonic transducer (9 pcs).
2 board: need to generate FM sine wave at 50 khz to ultrasonic transducer (9 pcs).

each need 3w power from separate power source.

All i can see is transmission, what about reception? Any RF communication depends on encoding the info and decoding it. At such the Transmitter and receiver must use the same system. Furthermore, in most jurisdictions, FM transmission is regulated so you might require licencing.

Where is RF mentioned?

A few questions:

Can you identify the part number for the transducer?

Could it use pulse width modulated signals rather than FM?

Does the board give a constant output sine wave or is it controlled or modulated by another signal or user control?

Does the solution need to include Arduino?

Sounds like you need some form of wave generator as an Arduino can not produce a sine wave.
