Sure. Buy one of these: Clamp-On Transit Time Ultrasonic Flow Meter For Clean Liquids

If code for an ultrasonic flow sensor already existed then you'd not be designing one using the Arduino. Your code might be the first. Cool project. Keep us updated as you progress.
