Yeah this is one of the least intuitive things about the Mac Arduino IDE.
Go to your Applications Folder and find the Arduino application.
Right click on it.
Select "Show Package Contents"
Then navigate to Contents / Java / examples / 01.Basics / BareMinimum
In there you'll find the BareMinimum.ino file that loads when you start a new sketch.
I don't think there's a way to automatically generate the date though.
