PPS Led Flickering on Ublox 7N

The PPS led is flickering on my Ublox 7n GPS Module.

I have nothing connected to the PPS leg on the module, however the module isn't working via serial due to the clock (which I think the PPS is related to).

  1. What does it mean that my PPS is flickering?
  2. How do I resolve it?
