Do stepper motors suffer (major) problems if they are stalled out??
A normal 12v dc motor can survive a short stall without major damage, a big stall results in smoke and nasty smells!
Have I ruined my stepper because of (minor) over-loading??
At the moment, when I run my stepper, with a Delay(250) in the command line, it seems to lose steps, either back-ward or forward.
Any comments from anybody that has had similar issues?

A stepper motor should be able to stall forever without damage - assuming, of course, the use of a specialized stepper motor driver.
Post a link to the datasheet for your motor and tell us what stepper motor driver you are using,
Also give details (volts and amps) of your motor power supply.

I'm using a UNO, Freetronics stepper driver, a NEMA17 motor, at 12v.
I will just have to go back to the basics, now that I know that the motor isn't at fault.

I don't know that stepper driver. Please post a link to its datasheet. I assume it is not just a simple h-bridge driver?

Stepper motors draw maximum power when stationary, stalling one that's trying to move generates less
heat, typically. They are run at their max continuous current all the time.
