Trying to make a turret for an Nerf battle. Needs to stream to a phone so a mobile hot spot is possible. It doesn't need to be awesome video quality, it just needs to have the least amount of delay possible. Any ideas?

Use a device capable of streaming video over WiFi. The Arduino isn't even in the same ballpark.
