Hello,
If I am using COM 4 for a project on my arduino, can I connect it to two different places at once? I tried doing so but the software I tried to run said that it couldn't access COM 4. Any thoughts?

Creating a new thread is not the correct choice.
The ideal choice is to review all the responses and make certain you have followed-up with any requested details.
The next best choice is to continue testing on your own and post any additional information you have uncovered in that testing.
Finally, after waiting a reasonable amount of time, bumping the existing thread may get a response.
