Reference page no longer references AVR library functions.

Previously you had to submit issue reports to the IDE repository, which was a bit off topic, and if an issue didn't get dealt with quickly it got buried under dozens of other issue reports. So I'm really glad to see an improved system that makes it easier to submit proposals for improvements and is less time consuming for the Arduino team to implement those changes. Unfortunately there is still a lot of website content that we have to use the old system for. It used to be that I would report an issue and it would be resolved within a few days but I have a lot of issues in the tracker that have been sitting for months now without any attention so I have not been very motivated to add new ones. I guess I'll focus mainly on the language reference pages and hope they will get the library documentation system going soon.
