Hi all we raise livestock and since they live in groups but need different amounts of feed we would like to build an automatic feed dispenser. Basically would like to read some kind of RFID tag hanging around animals neck that has animals ID on it and then feed it based on its number and how many feedings it has had that day are their powerful enough RFID cards and readers available to read from 1 to 2 feet can arduino communicate with them.

Yes, but they cost more than a cow. Google "Active RFID". Most Arduino projects involve passive RFID chips/readers.
