Led matrix 3v?

So I posted this idea in a topic that I had made, but it sunk down quickly. I didn't want to reposted it or bump a ton in the hardware section, so I am posting it here.
Here it is:

I have 2 rg 8*8 small led matrices but I do not have enough resistors. (only 8). I am using three shift registers (74HC595) and one sink driver (ULN2803) for each matrix.
Can I run the ICs off 3v, and use the resistors between the arduino pins and the ICs, and connect the two grounds?
Would this make it so I didn't need 32 resistors as I normally would?

well i thought we had all the discussion the last time you posted.

Not to the idea about the 3v thing, which, because I an a noob at electronics, I thought it would work. I posted that idea, but then the topic sunk a couple pages really quickly. Woops, I was wrong.
