With a temporary sensor? Wouldn't a permanent one make more sense?

Sure. I'll be right over. Where do you live?

what kind of tools

A chainsaw and an ox-acetelene torch, to start with. A CNC mill is almost essential, too.

and code program?

What is the robot car supposed to do?

make a robot car fire but use a fan instead of water ...

That's a good idea. If you use water, you'll put the fire out. Using a fan to make it spread is a much better idea. Before long, your whole robot will be burned up, and you can move on to projects that make sense.

How is the motor connected? Do you want just on/off or variable speed?

Some references that will be useful:

On/Off - http://arduino.cc/en/Reference/DigitalWrite

Variable speed - http://arduino.cc/en/Reference/AnalogWrite
