hey guys, i am completely new to arduino and wanted to make a robot that can speak the programmed text after a particular delay .thanks in advance also what are karma points for  :smiley-roll:

Do you want a text to speech conversion, tricky. Or do you want to play wav files?

thanks but i need to keep the project below $50 including the arduino .any help please

A bit unrealistic, is this an assignment that you have to do as part of your education?

You can have a limited vocabulary library using LPE, not the best quality in the world but there is not a lot you can do on your budget.
