Title: Arduino 1.8.9 Windows re-instal

I recently had some glitches and so I decided to uninstall and reinstall arduino this weekend. Before, I had the esp8266 libraries installed and my esp8266 ran just fine. Now, when I reinstall it, I can't find the "esp8266 by esp8266 community" library. And yes, I do have the "http://arduino.esp8266.com/stable/package_esp8266com_index.json" file in my preferences. I think it has something to do with my filepaths? I have tried installing/uninstalling arduino multiple times to multiple locations to see if that would fix the problem, but it's not. Any ideas or suggestions? My sketch folder was previously in the same directory as the arduino download material. Now it's making me move the sketch folder to a different location in order to avoid an error. This may have something to do with it?

NM, I figured it out. I need board manager and not library manager!!!!!
