Does the same problem occur if you use Arduino IDE 1.8.9?

If I run the Arduino IDE as root the serial monitor works.

# /opt/arduino-nightly/arduino

That is odd. I just gave it a try with Ubuntu 19.04 and had no problems with Serial Monitor.

I have arduino 1.8.10 running on:

Gentoo (openrc)
Debian 9.8 (systemd)
Debian 10 (systemd)

Serial not working on:
Gentoo (systemd) oracle java
java -version
java version "1.8.0_202"
Java(TM) SE Runtime Environment (build 1.8.0_202-b08)
Java HotSpot(TM) 64-Bit Server VM (build 25.202-b08, mixed mode)

It could be udev.  It could be a tmp somewhere

thanks!
