I've a 4051 hooked up to my arduino. It works fine with the arduino 5v. If I apply external 5v (from a pc power supply) the 4051 seems to do its own thing and I dont have any control of it. Hooked it back to the arduino 5v  and the same program works fine.

Many PC power supplies cannot function correctly without a certain amount of load - if you are using the supply just to power the 4051 and nothing else that will probably be why.  Measure the voltage from the supply in situ.

You will need decoupling capacitor on the 4051 supply (when connected to the Arduino supply the Arduino board's capacitors might be doing the job, hence the correct working).
