hi i am new to Arduinio programming i am thinking to purchase Arduino gsm shield . i just want to know ,can i program directly to Arduino gsm shield or i have to connect using some other arduino board to Arduino gsm shield .

As far as I know, you have to get another board (uno, due, mega, leonardo, ...).
