Hello! I would like to ask for help on a project. I have a toy car remote control, I would use their control and pieces, but put an Arduino to control the car, such as engine lights. I would like to use the Arduino as a receiver same. I have to do this?

Several other people have attempted to do this.

I suggest that you search the forum for RC Car or google "arduino rc car"  there are plenty of results.

You would be better off using a smaller arduino like a Nano or Pro-Mini. (If you use the Pro-Mini you need to buy an FTDI BASIC to upload code since it doesn't have a USB connector).
