I've been trying to find out if anyone has used the Atmega165 on the Arduino environment. So far there's been little to no luck.

The only thing kind of close I found was this forum post which suggests someone has made a core for this chip...

...but in the package the Xboards.txt which has the atmega165 entry references to a bootloader called bf_boot.hex which I could not find in the package. Also, I don't think "atmega165" is defined in any other file than this. Am I missing something here?

if there is no bootloader installed, you can use a programmer/an arduino to butn the bootloader (the nnn.hex-file)

the code you have shown, goes into the board.txt-file (add it to those already there)
