The "seal of the Commonwealth" seems to have some yellow in it.
Perhaps that's the culprit.
Have a look at "blink without delay".
Did you connect the grounds ?

Strange Chinese rules!
Ali Express told me they couldn't send a 12V 6A PSU to the UK, when I tried to order it.
BangGood sent the same item, at a similar price (only a few pennies difference), without any problems???
The moral of the story...Try other sellers.

I ordered one of these back in December, it just arrived.
It shipped without an issue to Greece.

Seems to work without an issue so far. Not that I have done anything grand with it yet, just flashing leds and beeps so far.
It is recognised as an arduino uno by the arduino software.

Deal Extreme now offers this (unbranded) or a copy of it for US$ 6,30 / € 5,57.
Traces look very similar, so do the components (as far as visible in the pictures).
Just the VISduino text isn't in the silkscreen.
Have a look at "blink without delay".

A while ago when I wanted to buy a processor board from the UK (I don't remember which, but something like an Atmega2560) I had to fill out a declaration form that it wasn't going to be used for terrorism.

Quite apart from the fact that genuine terrorists might be tempted to, ah, lie on such a form, I can easily buy equally powerful processors in Australia, on eBay, from the USA, etc.

So I'm not sure what useful purpose this document served.
