I have seen some say that the DIO pins are tri-state initially,
and I have seen others say that the DIO pins are low state initially.

What is the scoop?

Tristated. After reset, the pins all start as inputs

At reset, the pins are inputs, but the output registers are also reset (so they are not pull-ups), but as soon as you make them an output, unless you have first written them high, they will necessarily be pulled LOW.
