Is it quicker or not to use the decode mode when sending data to the MAX7219 for displaying digits on 7-segment displays?

Its exactly the same! In theory, if you do not use decode mode on the chip, your sketch will have to do it instead, but this is so fast in practice...

There is a common misinformation that the MAX7219 is not suitable for driving common-anode displays.

This is of course, complete rubbish; it drives them just as well as common-cathode displays.  It only means that you cannot use decode mode with common-anode displays.  Decode mode however limits you to displaying digits 0 to 9 and "HELP- " so you cannot use it at all if you wish to use any other pattern.
