Add .bin EEPROM to Uno

i have a 24C16 EEPROM and i have an .bin file to replace the memory from the old EEPROM wich is locked , somehow, and i want to learn how to put that.bin file in arduino uno . I am a beginner in EEPROM programming and if you tell me step by step to understand , please , like dummies

Read the datasheet for your Memory 24C16.

Connect it to the Arduino Correctly.

Attempt to write program that communicates with your chip.

Ask specific question about your identified problems.
