my display for the verify/upload and serial display buttons are very small, and i cant seem to find a solution, please help guys.
furthermore, i also downloaded fritzing, and the same problem persists, please help

I would say that as it affects two different programs that you have inadvertently made a change in your display settings somewhere.
Does it affect any other programs ?
Is your graphics card an Nvidia by any chance ?
Definitely a system issue if fritzing has it too, not something arduino related.
I have a high dpi screen, made no settings changes, and do not have this problem on my Asus zenbook infinity running win 10

Have you tried going onto your desktop, right clicking, then going into Display settings >> Advanced display settings >> Advanced sizing of text and other items? Try setting everything to 9 and seeing if that fixes the problem. If they are already at 9, try experimenting with different values until everything is scaled correctly.
