Where can I find the changelog of Arduino SAM Core and platform?

SAMD here: https://github.com/arduino/ArduinoCore-samd/blob/master/CHANGELOG (and you can look at the file and directory histories.)

I'm pretty sure that the SAM3 core is still part of the main repository, so you need to look here: https://github.com/arduino/Arduino/commits/master/hardware/arduino/sam

I revisit time to time the sam entries of the Arduino release notes.

For example, one of the latest changes in the [core] released on IDE 1.6.9 (May 05, 2016) is that now the Arduino sam based devices allow 3rd party boards that depend on SAM core to use their own USB vid/pid and manufacturer/product strings (powered by @philmanofsky), I doesn't specify which sam core, if  X(Due) or D(Zero), etc...  etc...
