can we interface a colour sensor with arduino? how much time it takes to detect a colour and inform it to arduino?

Yes, timing depends on type of sensor

e.g. http://www.sparkfun.com/products/8618 - think its I2C - and an IO line for switching the LED - no timing info found in my quick scan.
