option enabled in File -> Preferences.

There is almost zero chance of your board being on COM 1.
Check in Device Manager for the correct port and apply that in the IDE.

If you dont see anything else under Com ports then you may need to do a driver install
It may not be the answer you were looking for but its the one I am giving based on either experience, educated guess, google (who would have thunk it ! ) or the fact that you gave nothing to go with in the first place so I used my wonky crystal ball.
