I have a DYS 30A ESC that i want to use with my arduino micro. i connect the white data pin on my ESC to pin 6 on my micro and the ground from my ESC to arduino.
On supplying the source(2Li-on 18650 cells or 8 1.3v AA batteries) all i hear is the star-up beep. According to the manual first i should send a low signal and then wait for 2s and send a high signal, but i can't seem to replicate it in my code.

Your code seems to be doing the opposite of what you say is needed. And if you're applying power to the ESC and Arduino at the same time you may have a timing problem with the Arduino sending commands before the ESC is ready to accept them.

Why not just use something like the simple Knob example sketch to work out for yourself what initialisation it actually needs?

BTW it would be a lot more convenient if you posted your code inline using </> code tags instead of making us download it into the IDE. See How to use this forum - http://forum.arduino.cc/index.php/topic,148850.0.html

I have tried doing what the opposite of what the code does and it still doesn't change anything. At this point, I'm also starting to think either my motor is bust or my batteries are not supplying enough current. Will post my code with tags the next time.

Here you have an example of how i am arming an esc . I am using a timer to control it

You can get a clear answer for less than 4$, I bought and used this multi function tester with SimonK 30A ESCs:

First youtube video with that tester:
