I've just updated ben eater eeprom program to write up till 16k of memory using the nano internal storage and have posted it on github.

You can address 32Kbytes (0-32767) or 256Kbits as it's often specified when it comes to EPROMs.

Answering the question very late, but if you have 15 lines then you can address 2 ^ 15 words of memory. This is 32768 words of memory

If each word is 8 bits then this gives you 32Kb, or as perhof says 256Kbits
