 I would like to learn more about programming in the C++ language. Is there a wat that I can use the IDE with out having to plug into a device ( Arduino, ect...)?

You can write code and compile it, which will tell you whether the code you wrote was considered valid by the C++ compiler but you won't be able to check if the behavior of the code matches your intent without uploading it to an Arduino board. If you're interested in C++ programming of microcontrollers I recommend just buying an Arduino board. The educational and entertainment value will be well worth it. If you're only interested in C++ programming then you should be programming your computer with C++, which the Arduino IDE doesn't do.
