Hi everyone.
I can't open Serial Monitor.
I reinstall Java and Arduino IDE but it didn't work.
Please help.

Please provide the following information to help describe situation:

What type of hardware?  (Uno, Mega, etc.)
What type PC and OS Version?

Are you using the latest version (1.8.7) of the official Arduino IDE downloaded from:
http://www.arduino.cc/en/Main/Software

It's not working because now Arduino IDE became Unicodophobe :D

You need to create another user account on Windows that contain only English character as "Test"

Then you need to run Arduino with that user account and it's working.

This problem to not supporting Unicode username affect some other software, so just run the software as the username that contain only English character to solve the problem.
