And a platform agnostic Windows agent .. so can enthuasticly program for Win3.11, XP,Vista ... (sorry, that had to be)

Maybe you can get Windows to run on a Teensy first. That at least would give it an Arduino link.

I remember using Windows on a 386DX40 processor... so why not on a Teensy, or maybe an ESP32 - but you'd have to update the network drivers, I don't think Winsock can handle WiFi well.
Quality of answers is related to the quality of questions. Good questions will get good answers. Useless answers are a sign of a poor question.
