I purchased some WS2812b LEDs for a front panel display. They work great except that I have to run them near the bottom of the power range otherwise they are too bright, for example, CRGB(5, 10, 0); This results in poor colour mixing due to the big step changes in brightness.

Ideally I would like the numbers to be at least 10x higher, but with no increase in brightness.

No.

You can add a diffuser in front of the LED, or neutral density filters.

You could also try dropping the voltage down from 5V to 3V3 but make sure you also drop the driving data signal as well.
