Is it possible to connect a keyboard via usb to an Arduino uno and type into that little lcd display without being connected to a computer or could it use a vga output?

You'd need a USB host shield on the Uno to be able to connect a USB keyboard. If you can find an old school PS/2 keyboard then it's pretty easy to directly interface one of those with the Uno. There are some good tutorials on doing that.

Can I use a ps2 to usb converter?

I thought about the same thing. My research indicated that this is not possible with the ubiquitous USB to PS/2 adapters they still occasionally include with USB keyboards for some strange reason (probably just to get rid of the things). You would need a less common type of USB to PS/2 converter.

the simple  usb to ps2 adapters are only connector adapters routing pin to pin. the keyboard detects the 'protocol' used
