Hello,
I have been using arduino IDE sine the version 1.8.10. 
I have noticed the library manager is very laggy. At first I though I was problem with my laptop which had very low specs. But when I got a new it lags in it tooo.

And i use Windows 10

To speed it up turn off "Check for Updates" in the IDE preferences.

Other issue may be caused by additional security such as antivirus software etc.
This can be fixed by adding the IDE folders to the exclusions for that security.

It may not be the answer you were looking for but its the one I am giving based on either experience, educated guess, google (who would have thunk it ! ) or the fact that you gave nothing to go with in the first place so I used my wonky crystal ball.
